Darold Parker - CEO/President
Darold has been in the telecommunications industry for 30 years. He was a field supervisor, building
long-haul microwave systems for MCI, Sprint and rural telecommunication co-ops for 12 years. In 1991,
Darold started Data Cell Systems, Inc. (Data Cell) in Phoenix, Arizona which became a very successful
company with a large customer base in the southwest and a reputation for quality work. In `96, the
assets of Data Cell were sold to Specialty Constructors, Inc., who, subsequently, merged with American
Tower Corporation in 1998. Darold distinguished himself as a Regional Vice President for Specialty/
American Tower until 2001, when he resigned his position to re-establish Data Cell as a premier wireless
communications contractor.

Bruce P. Budagher - COO/Executive Vice President
Bruce has been in the communications industry for 30 years. As co-founder of Specialty Constructors,
Inc., he helped develop Specialty into one of the country’s largest and most successful communications
service providers. In 1996, Specialty was the first company of its kind to be publicly traded and in 1998,
Specialty merged with American Tower, where Bruce served as a divisional Co-President for two years.
As Co-President, he managed a construction and engineering group consisting of 770 employees in 33
offices nationwide with revenues of $140 million annually. As one of the founding members of the
National Tower Erectors Association, Bruce was chairman of the Standards and Safety Committee. He
currently sits on the Board of Directors for Cottonwood Classical Preparatory School. Bruce is also an
Eagle Scout and sits on the Advancement Board GSWAC with the Boy Scouts of America.

Christie Fenn – CFO
Christie is the newest addition to the Data Cell team as the CFO. She comes to Data Cell with a very
broad accounting background and 19 years experience in public accounting focusing her work on tax
returns and company audits. Christie received her Bachelor’s Degree in Administrative Accounting and a
Master’s Degree in Art.

Dee Farquhar - Vice President Southern Region
Dee started his career in the telecommunications industry more than 15 years ago. He was a Project
Manager for Whalen & Company in the Houston, Texas market in 1996-1997, and in 1998 joined Young
& Associates as a construction Project Manager in the New York and California markets. Prior to joining
Data Cell, Dee was Executive Vice President for Baran Telecom for eight years where he was responsible
for site acquisition, engineering, project management , business development and construction. During
his time with Baran, Dee grew the Central Region from a single office in Houston to five offices and grew
the revenue from $500,000 to over $30 million annually. Dee has proven to have exceptionally strong
executive and operational leadership during his 15 years in the industry.

Mike Mrazek – Project Manager
Mike has been in the construction and communications industry for more than seven years. He started
his career in the aircraft maintenance industry as an airframe power plant mechanic for United Airlines
becoming a Crew Lead, where he had the responsibility of managing crews of 20 to 30 mechanics. In
2004, Mike started his career in the telecommunications industry as a Construction Manager for Baran
Telecom, overseeing construction and various projects such as Metro PCS, Cricket and T-Mobile. Mike
worked his way through the ranks and became a Project Manager managing construction projects and
being responsible for budgeting, invoicing and all project commitments. Currently, Mike is an Area
Manager with Data Cell focusing on operations, business development and customer relations.

Michael Harvey – Project Manager
Michael started his communications career 15 years ago when he began working as a field technician,
performing all aspects of telecom construction and working his way to a management position with
Data Cell Systems. Mike has firsthand experience with tower modifications, trouble shooting and PIM
testing. Michael has established excellent working relationships with all of his customers, including
American Tower, Verizon Wireless, T-Mobile, Crown Castle and many others. His many years of field
experience come as a value-added service to his customers by being able to resolve issues quickly and
approaching every project with a very realistic point of view.

Bobby Toney-Project Manager
Bobby has been in the communications industry for 23 years. He started his wireless career with
Specialty Constructors in 1989 as a tower tech, working his way to Project Manager and opening a
successful office in Knoxville, Tennessee. Bobby also worked for American Tower as a Project Manager
continuing to hone his skills as a successful manager gaining many new customers making long time
personal and professional relations a success. Bobby joined the Data Cell team in 2003 as a Project
Manager and is now the Area Manager for the Central Region. Bobby’s proven management and
communication skills have made him a true leader in the industry.

Jim Carter – Project Manager
Jim has 18 years experience in general construction and in the communications industry. Prior to
entering the communications field, Jim worked as a manager for a John Deere dealership where he
learned his management and leadership skills. He started his wireless career with Specialty Constructors
in 1999 as a Construction Manager, overseeing field projects and making sure that time and quality
commitments were being met. Jim also worked for American Tower and Andrew as a site supervisor
responsible for site layout, management of sub-contractors and quality assurance. Over the years,
Jim has gained experience and a vast knowledge of the wireless industry including: scheduling of sub-
contractors and crews, civil work, antenna and line maintenance along with trouble shooting, tower stacking, and tower maintenance. Jim joined Data Cell Systems in 2005 as a Project Manager, and he is
a true leader, earning the respect of his crews and customers.

John Irvin – Project Manager
John has been in the construction and communications industry for over 38 years, spending his first
28 years in residential and commercial construction, primarily as a supervisor. During this time, John
learned site layout, forming, concrete, sub-contractor management and critical time management. He
has spent the last 10 years in the wireless industry where he worked in the field for five of those years
performing all aspects of site construction and antenna and line installation. John joined Data Cell
Systems in 2005 as a Project Manager and he is currently the Area Manager of the Joliet, Illinois office
focusing on operations, business development, and customer relations. John has always had a strong
commitment to safety, quality and customer satisfaction.

Todd Karlen – Project Manager
Todd has been in the communications industry for 22 years and has over 12 years experience installing
cellular equipment for Omni Contracting, where he was responsible for the commissioning of radios and
managing small installation crews. He worked for Midwest Wireless and managed projects for them
as a field technician. Todd joined Data Cell Systems in 2009 as a Site Supervisor being responsible for
all aspects of site construction. Todd’s proven management and organizational skills has been a good
fit as the Project Manager for DCS’s office in Shakopee, Minnesota. He has shown good leadership in
managing projects and meeting commitments. Todd is dependable and has a “get it done” attitude that
DCS customers depend on.
